i have thoughts on this, but the brief version is yes, it will help deter shitters by letting people that actually care about discussion moderate and remove shitters. if someone abuses that power and silences dissent, and the users dont want that, then they can go to other threads where that doesnt happen.
my longer thoughts on it are that the key ingredients to any good internet discussion are 1) high signal-to-noise ratio 2) relatively uncensored discourse 3) diverse ranges of thought. lots of things need to come together for a medium to be good and effective but fundamentally shit userbases make for shit discussions and good userbases make for good discussions. once you have something good, keeping it going well can be surprisingly easy if the user base remains consistent, which is why e.g i have participated in smallish discords that are highly productive because they're well managed and well pruned. it only takes one bad actor who isn't well constrained to ruin things in such an environment, so it's good to give powers to users to remove such shitters, but its even better to keep them from getting there in the first place. if i were to create something like this i would be strongly considering rangebans from any non-western nations.
good moderation is needed to keep the signal to noise ratio high, and wise moderation is needed to keep the discourse uncensored. you can't do anything to necessarily bring diverse ranges of thought other than being a high quality channel for discussion and hoping you attract the right people. so if you want to be a high quality channel, you can't just think about things in terms of "how do i resolve moderation" but "how do i attract good posters, how do i deter bad posters" in a holistic sense. rangebans would be a good first step, but i imagine there is more you could do.
